To date, after contacting Paypal numerous times since first posting my complaint to PissedConsumer, Paypal has responded to only say this:"Please contact the Federal Bureau of Investigations (FBI) to help resolve your issue with Paypal"In disbelief that this message was sent to me in error, I asked the Paypal rep (Andres) to re-confirm this was the action to take with a supervisor. The supervisor confirmed that "yes.
please contact the FBI is you need someone to investigate this case of fraud conducted using Paypal".So you can see I'm dealing with idiots! DON'T USE PAYPAL FOR ANYTHING! Clearly, they won't stand up to any mistakes they, sellers, or buyers make.
You are much better off to simply use regular bank eTransfers as at least you have some kind of control over the transaction, you have the power and reputation of your bank as support, and no one like Paypal taking large fees for fraudulent transactions. PAYPAL in itself has now become nothing better than your typical SCAM.

WARNING Paypal supports money transfer fraud. Accidently sent the wrong refund amount to a Paypal buyer.
Seconds after the transfer, the mistake was noticed but Paypal offers NO CONTROLS to CANCEL the transaction. Worse yet, with Paypal NOT ANSWERING any phone calls, the incomplete transaction remained in the buyers account for hours while I frantically sent emails to the buyer and endless text messages to Paypal (who speedily responded some 14 hours later) to no avail. Of course, the buyer has remained silent. Funny that Paypal applies lots of security to ensure a trustworthy login to their website but offer NO SECURITY against their incompetence!
If this was Amazon, AliExpress, or Ebay, I would have been able to talk to a human within minutes.
No wonder why Ebay will soon be dropping Paypal for their lack of business intelligence and lack of customer support. Even banks that handle eTransfers provide the sender with the instant ability to rescind a transaction that has yet to be processed by the receiver.
STAY AWAY FROM PAYPAL AT ALL COSTS!
Use a credit card or something else b/c Paypal is no Pal they will only be there to collect their fees and leave you to the wind. Sub-IQs they are!
