Paypal has outsourced their "support" (and I use that term very loosely) to India. These employees use fake, generic western world names (ie: "Tony Smith") and refuse to give you their actual name OR the actual name of their manager, meanwhile they have access to the customer's full name, address, account number, date of birth, etc.
Adding insult to injury, their english-as-a-second-language vernacular makes intelligible communication nearly impossible. It's very disappointing that a company as profitable as Paypal has decided chosen to take their profits and hire cheap, substandard, outsourced support and allow them to access customer records, all under a veil of anonymity.
Also very disappointing that customers waste personal time trying to decipher what it is these people are saying. Shame on you, Paypal.
