Pay pay has not adherred to their own policies about refunds

Too many claims not paid to customer, company sides with Vendor, regardless of evidence provided. When credit of company is given. Paypal never return credit to bank, always places on paypal credit, where they can doop you again. I have at least $400 in unpaid claims, which paypal has not paid to me. I have sent many forms of documentation to paypal. They always find an excuse not to refund my bank.

On November 2, 2025, I purchased merchandise from a Chinese online retailer AliExpress that merchandise came to me damage. I contacted the seller and the seller sent me a label to return the merchandise in late November 2025. It became obvious AliExpress was not going to refund my money I filed a dispute with PayPal I November 29, 2025 and provided them all the pertinent information about my case to include the sale the damage goods and the return of merchandise with proof that it was received. PayPal has now denied my dispute four times stating that I did not provide tracking information and one time stating that I was not due a credit. PayPal has all the documentation showing tracking information and receipt of merchandise yet they continue to say that I didn’t provide tracking information I learned on January 30, 2026 from a supervisor that I was sent an email on December 2, 2025 that included a message saying that the merchant was willing to give me a refund if I returned the merchandise that was damaged (keep in mind they had the merchandise for over two weeks because it was received by Aliexpress on November 22, 2025). In my PayPal account, since PayPal has package tracking information, it also shows that it was received on November 22, 2025, so PayPal effectively has access to see the tracking information and when it was received. PayPal is allowing this company to get away with fraud. They agreed to return my money that’s why I sent the merchandise back to them and now AliExpress has $927.08 -my money and the merchandise -and PayPal will not protect me as a consumer that used their product.

To the PayPal Executive Office,

This is a formal demand for the immediate release of $16,045.48 in California Child Support (CASDU) funds that PayPal is currently withholding without legal authority.

PayPal restricted this account and blocked my access prior to the submission of any identity documents. Per your own Balance Terms and Conditions, a Balance Account is not legally established until the Customer Identification Program (CIP) is finalized.

By blocking my ability to complete this process on your website, PayPal prevented the formation of a binding User Agreement. You are currently enforcing a security hold based on a contract that does not legally exist.

These funds are non-commercial government disbursements with zero risk of chargeback or dispute. Your refusal to release them is an unauthorized seizure of protected government funds.

Required Action:

I demand the immediate release of these funds via one of the following methods:

This is a flat-fee damage that is owed in full once the 48-hour window expires.

Someone i met on here recovered my account and my money for me. A lady here told me about him and i decided to inform him, then he did a great job on my account.

Worst...no...non existent customer service on the planet.

Haven't used it in a while because they suck. In an emergency situation, I had to deposit some money onto my PayPal card today.

When I logged into the website, it said my account has been blocked and I need to submit my ID. You have to hit the upload ID button, but it doesn't work. The common topics button works, the resolution center button works, but the customer service button does not work.

So now they have the money that I needed in an emergency, and I can't get to it. If my account was blocked, they should not have allowed me to load money onto my card.

On 09/30, PayPal closed a dispute I had filed, and the vendor issued a refund. I received an email from PayPal saying that my refund will take 5 business days to post.

It's been 9 business days and 13 days since the dispute was resolved, and SHEIN, who I made the purchase through, refunded me for the purchase, and I am still yet to receive my money. Whenever I call, I get put on hold and then later get hung up on.

I have been transferred across several departments over several days with the same thing. I will be gearing up for legal action as this is deceptive and a waste of my time and money, as I have had to continually contact PayPal with no resolution, and nobody seems to want to answer where my money is.

So I went and looked at a small building and decided to buy it. The deal was I paid 300 that day; it would be at my place the next.

I did this, and the person selling me the building never showed up and stopped answering the phone or door for me. Then I found out it wasn't his building to sell. Almost 2 months have gone by, and I have received no help at all from Cash App or PayPal. The money was pulled from my PayPal to someone else's Cash App to make the payment.

So why isn't this getting fixed?

All I did was purchase this thing, and he gets my money and scot free. *** that, help me.

I can't inter my PayPal account

I couldn't access my PayPal account because I forgot my password. After two days, I remembered it, and they asked me to verify if I was the account owner.

They took my picture and a photo of my passport. Now they want to verify it via a closed Maltese phone.

The email address I'm currently writing to has been used by a profile with an Indonesian number and address, and an unintended action has been taken. The email I received states that the account is at PayPal.me/fatihemreyildirim.

Currently, PayPal is not available in our country, and it is impossible for me to become a member.

Please destroy this account; otherwise, I will take legal action. My name, surname, photo, and mail were used by an Indonesian number to create a PayPal account.

I purchased a game item via PayPal, but the seller took it back. Why is the decision made in favor of the seller?

Shouldn't the buyer be protected?

I called in to find the balance of my Synchrony credit card. The person who answered my call didn't even address my request to give me an answer regarding the outstanding balance of my Synchrony credit card.

He sounded like he was in a different country. I truly hope that another customer service rep will call me with an answer to my question.

Paypal customer service doesn´t reply in time, or not at all. They have specific hours, and if the customer is not available, they simply don´t care. They don´t answer by email.

I´m still waiting for my issue to be solved. I lost access to my paypal account.

I have the email and the password, but I don´t have my old cell phone number from may years ago, that´s why access to my account is denied. I contacted Paypal support and they always take hours to reply, the messages disappear, and I´m not available in another time. Besides, I really hate talking on the phone!!! And nothing can be verified through the phone, there´s no security at all in those measures, since cell phones are stolen all the time.

Why does support wants so much to talk on the phone? Are they gonna recognize my voice?

I received messages in my email, that I can´t read without accessing my paypal account!! And the problem is precisely that I can´t access my paypal account.
I´ll start petition signed by 100.000 people to expose this and I´ll start a legal action against paypal if my issue isn´t solved soon.

I purchased two pairs of sandals online from a company called Ellocu Pte. Ltd.

on May 24, 2025, that were supposed to be leather, and they turned out to be entirely made of plastic with a hard band of plastic and some hard material, which was extremely uncomfortable. The soles were also pure plastic, making them rather dangerous to walk on. The total cost for these was $131.05, which included charges that I was not aware of at the time of purchase. I complained to the company I bought them from, who offered me a 40 percent return of the cost.

I started a dispute with PayPal, who were extremely bad with correspondence, and finally, on August 15th, the company said they would refund the whole amount if I sent back the sandals to an address in Singapore. As I assumed the return would be expensive, I got in touch with PayPal and asked them to tell the seller to give me an address in the USA. They did not do that, stating that the goods were to be returned to the address given by the seller.

To say that I am disappointed in PayPal is putting it mildly. They have left the way wide open for these sellers of trash to keep on doing it.

PayPal doesn’t care even if you were not the problem to begin with

For the past few months, I've been having PayPal issues, constantly telling me about suspicious activity. I've always followed their protocol, and I barely use the platform—once or twice, probably three times a month.

They ask me to resolve some things, which I did try to clear up, and something was happening to my account that I was unaware of.

After giving info, they still closed my account permanently, without further explanation and review. I found other folks with my situation as well.

Stay away, close your account, and file with CFPB and US Attorney. Scammers are using PayPal credible phone numbers and there's no way for a consumer to report the fraud.

They will block your access to the PayPal account - ridiculous - and state you need to log in to get in touch with them? There are much better options than PayPal (Affirm, Klarna, Afterpay...) who offer stronger product, better service , and security.

I have been unable to access my PayPal for months with no appropriate and valid explanation and reasoning provided. The 1-88*-***-**** is spoofed because it reads as the North Carolina Fire Marshals Association on my caller ID.

I had called it to file a dispute against a vendor and to be refunded $7,000 paid. I don't know who I spoke with but I wasn't even allowed to access the report when the alleged vendor responded.

This has lead me to file a criminal complaint. I don't know who he knows that works for PayPal but it is clear inappropriate and unlawful use of company database was used to retailate against a customer.
