I lost my paypal account

I lost my paypal account
I have an account which right now has 21.19 in it and I can't log in to it, because my number has changed and it asks to confirm my identity with sms code. I have the e-mail and all the logins, but my number changed.. Maybe I could somehow regain access to that account, or at least get the money back. The e-mail is tubeyoultu@***.com.

Actually I transferred money to scammer on the 2nd of June. But Paypal didn't help me with this. I transferred money because the guy who received promised me to exchange to another wallet. After I sent the fund him, he deleted his facebook account and didn't respond anymore. He is the scammer 100%. Below I sumbitted our chat to prove it.

Use of my account withut my permission

Coversandall from Georgia withdrew money one time that I approved but when I hit the place order button on their site it said "This Order Did Not Go Through". I called them and they said do it again. I said first give me the money back. Nope. I went to the FTC. 6 days later they did, then they withdrew it again without my permission. That was my problem. I threatened them again with fraud. I have it back now.

User's recommendation: Stay away from Coversandall. Use the Federal Trade Commission when necessary.. Refunds for not receiving good or for receing inferior goods must be refundedf even if they don't want too.

i want to open my paypal account but paypal is not accepting my bank account and won't taking my debit card details so please help me with this issue.

Impossible to get help if they won't let you sign in without phone verification but it is impossible if you can't change your phone number.
