Paypal encourages buyer fraud

PAYPAL CONSUMERS UNITE BY FILING COMPLAINT AGAINST PAYPAL WITH BETTER BUSINESS BUREAU http://www.bbb.org/ When we get a lot of complaints on file, they could not do ecommerce. The current Paypal policy and resolution process encourages buyer fraud. Buyers can make all kinds of false claims and Paypal will either hold or refund the buyer without your authorization. Their resolution process tricks you to vague agreement where when you contact the customer service they either won't address your identified issue or make false claims about your agreement. My latest transaction was that I have emailed back and forth with buyer about shipping items back with partial refund since the shipping cost cannot be refunded. Buyer submitted Paypal complaint. I responded with what I had proposed via email and indicated the refund $. Paypal went ahead and refunded the buyer. When I complained since buyer did not return item, Paypal claimed I agreed to buyer keep the item and agreed to partial refund. This is false claim and unethical practice from PAYPAL. I urge you to file a complaint against Paypal with bbb.org. Enough of complaints on file with bbb will bar them from ecommerce which will make them address buyer fraud.

I was hit with a $500 charge back on a car car that was sold 6 months previously on the 27th of December..Paypal told me the dispute was closed in November by email that they now deny ever sending.They say they can do nothing that the buyers credit card company made the decision but why tell me the case was closed in November.They dont care about small businesses and there attitude is that its to bad.Dont take deposits on paypal.You never know when the money is going to be sucked out of your account.THere has to be a beter way.keithd13.

Paypal pocketing $75?

After I bought something on ebay on 8/16/13 at 4:30 pm, and not receiving the item by 8/18/13 8 am, I immediatly alerted Paypal,Paypal had plenty of time not to pay the Seller. Actually,I don't think Paypal paid Seller. Today,8/27/13, Paypal notified me that "Paypal is denying your claim because your purchase was for a virtual, digital, or intangible item, which is not covered under PayPal Purchase Protection." I purchased a top up card, it's not virtual. Paypal should return my payment, because I alerted paypal within 2 days, I don't think Paypal pays Seller that fast. so if Paypal is not paying Seller, why take my $75?

When you pay a seller through paypal the funds are actually transacted instantly just as if you go to walmart and slide your card you pay immediately. As soon as you submit payment the funds have already been paid to the sellers account within seconds.

I would always make sure you read your protections there are something's that many companies don't cover. I know Paypal doesn't cover virtual items so if you purchase a card and they email you the code for it is virtual they also don't cover gift cards, cars, or animals.

It sounds like the top up card you purchased was a code the seller was supposed to email you or provide to you virtually if you were supposed to get it that fast. If that's the case then yes it is virtual.

Beware of PayPal Buyer Pritection

Beware of PayPal Buyer Protection! They will not look after in a dispute. I recently purchased a piece of stereo equipment from a fellow. The following is a except from his ad "JUST SERVICED BY PRO AUDIO OF TAMPA A MCINTOSH FACTORY AUTHORIZED SERVICE CENTER LET ME KNOW IF YOU WOULD LIKE TO SEE A COPY OF RECEIPT NEEDLESS TO SAY, ANY MINOR ISSUES WERE COMPLETELY TAKEN CARE OF, SO THERE ARE NO ISSUES AT ALL TOTALLY SERVICED AND CLEANED WITH NEW BULBS AND BENCH TESTED FOR HOURS PASSING ALL FACTORY SPECS!" I received the unit and only one of 5 internal lights worked. And that bulb was a bulb his service people put in AND it was the wrong bulb, a 70ma instead of the factory 200ma.Tried contacting the buyer with no luck. Opened a case with PayPal and has to escalate. They found in favor of the seller without even asking for any documentation, e-mail attempts by me to contact the seller or receipts for work I had to get the unit fixed correctly. I was asking for $82.75 refund for the bulb replacement I had to pay for. BEWARE OF PayPal!

Paypal limits my account!

I'm a web designer and made a friend in Africa. He is a minister and his ministry helps small orphan children and widows find homes and food. It is a Christian ministry and they save souls frequently. So, I designed a website and put on a "Paypal widget", as a means to collect donations. We saw this as a short term bandaide until we could obtain Tax Exempt Status. Well Paypal limited my account until they receive the form for Tax Exempt Status. I have 3 outstanding Ebay transactions, and Paypal is preventing me from paying them. So I've called, I've emailed and they still do not take care of the situation. It's now been a week! I sent emails and they reply that I should look at their website to resolve the issue, and suggest links that do not match my question! Poor Customer Service EBAY/Paypal!

Welcome to reality they are not interestred in small traders | PayPal review

If you search the web for reviews you will come to a simple conclusion , They are terminating almost every small traded from ebay and any other web selling site that uses paypal Ebay is gearing towards commercial business only and those small traders that only sell single items So many accounts have been closed down and cash withheld for 180 days far more that normal and far more that any other service cash provider The answer in the short term is remove every bit of cash intantanly leaving them with 180 days of nothing at least you cash is safe , that does not help you in the business sense try paymate , they apear to be at least honest and a way faster in service , there must be others as well give paypal the flick

I( have been on ebay for some Ebay for 30 years with about 7 treminastion and still I stay on . the trick is to remove all cash the day people play you and not pay your ebay fees direct from paypal

then when paypal locks up your account they have 180days of no $ their waist and loss

Yes! They ( Ebay and Paypal) have been tryin to phase out small sellers for the past 5 years or so.They are trying to transform the site more like Amazon or Cater to Bulk warehouse type sellers.

Its ruining the Uniqueness and originality of Ebay. They are removing the human element. Everything is automated etc..Even as a Powerseller im not treated with any respect or Appreciation. They Basically Hold your $ hostage.

It never clears when it should..well SOMEtimes it does but its totally random. No real explaination is given other than the cookie cutter "3" day after confirmation answer. I still have to call them almost DAILY to get funds released. Its ridiculous.

Its almost criminal. I wouldnt be suprised if Paypal is releasing monies based on Market fluctuations perhaps?

Maybe they play withbthe money and theybget away withbit hiding behind the 3 day policy. Some funny buisiness going on over there..

Unauthorized charges | PayPal review from High Point, North Carolina

I opened a Bill Me Later account and linked it to my paypal account so I could pay my balance with it. Without my permission, all purchases I made through paypal were automatically charged to my Bill Me Later account after I chose my debit card as my payment selection. When I contacted paypal on the matter. The "customer service rep" was not at all helpful. Said they , without the customer consent, make the Bill Me Later you default payment even if the customer selects a different way to make a payment. They did nothing to make me fill better.

Agree with sessa I have a bill me later account and that happened to me I contacted their customer service and they fund payments through a funding hierarchy starting with your paypal credit product if you don't have one they will charge your bank account and if you don't have one of those they will charge your card. You can always change it on check out under payment method and change you just have to pay attention.

Sneaky sneaky ..shame on them..im not suprised at all though.they are ridiculous. A Multi million if not billion dollar company and u STILL have to load tracking separetely on each site? Plus the criminal payment holds..smh

Yes, Bill Me Later is set as the default payment method by PayPal, but it is VERY EASY to change the payment method. I do it all the time.

You just weren't paying attention, you have to change the payment method every time. That is frankly your fault, not theirs.

Refunded money to buyer without returning item | PayPal review from Sandy, Oregon

I've used PayPal for such a long time with no problems until...I needed customer support. I had an eBay buyer request a refund from me for a pair of jeans that had already been shipped. The problem though is that I had no idea that they requested a refund until two weeks after the case had closed. How was I supposed to know I needed to give tracking information when I had no emails or nothing in my resolution center? I had about six reminder emails come into my inbox overnight two weeks after the closing date of the claim. They came July 14 and the case closed July 2. When I called to figure something out I got transferred and transferred and transferred having to repeat myself over and over. Finally some snotty lady said the only thing that would help is the tracking number (which I had thrown away thinking there was no problem). She tried to make it seem like I was scamming the buyer. Not the other way around. And through this whole thing my Paypal account showed no problems, nothing in my resolution center showed and they didn't know why. So...am I pretty much screwed considering I unknowingly threw away my tracking number?? Your contact sucks. No emails, nothing showing in my resolution center, then poof the money is refunded. Paypal refunded a car purchase without making the buyer return it

I sold a car through them in January 2013, 1 week later the buyer wanted a refund, but refused to return the car. We both called Ebay and paypal, and at first, they agreed with me and told him to return the car for a refund. Then 2 months later he disputed the charge with paypal, and I had to respond with all the notes and emails (which were on their system) again they said that he had to return the car for a refund. 2 days later they took the money out of my account anyway and said they were holding it until a decision was made in the next 90 days. They said I refunded it to him they weren't disputing it. I didn't refund a *** thing, they took it. I had heard stories like this, but never seen it, until now. I told them that unless the car was returned or the money, they are now liable for the purchase of the car, and I will see them in court. They kept trying to say that they're just a neutral 3rd party, and all they could do was ask the buyer to return the car now that he had his refund and that they were no longer involved. I told them that they were now equally responsible and I will see them in court.

If they say 90 days that is normally because the buyer went to the credit card company where ultimately the buyers card company makes the final decision. A claim with paypal never has a 90 day period unless the buyers credit card company is disputing the transaction.......

PayPal let me sale items, then froze my money!

I sold a bunch of cellphone cases, then after the money started rolling in, they froze my account. They told me to send in my Identification, proof of address, utility bill, invoices and a lot of other personal information. After i sent all the information paypal said it was fraudulent information I sent and that they will hold my money for 180 days! The customer service is horrible and they can't understand anything. You have to repeat yourself several times. I might also add that I have 100% positive feedback, but they claim they are holding my money in case I have any complaints! Excuse me I put on the items I was selling no refunds!
