Paypal refuses to investigate fraud and theft

I wanted to donate money to a cat show so I sent $200 to a chairperson's email via Paypal, using "Send money to friends or family" since it was not a purchase for goods or services. I also used money from my balance. The chairperson, who did not know what I was going to do, sent me an email saying thank you for the donation but she could not retrieve the money; could I send it to another email account. I emailed her back and said "of course." When I went to retrieve the money and send it to another email account, I learned that the money had been claimed by someone called MST Bows. There was no email or phone number attached to this account, so I could not make contact with MST Bows to tell them to return the money. I also contacted the chairperson of the cat club to ask if she knew who MST Bows was. She did not. I was flabbergasted that someone who had no right to the money, claimed it. I must say that all my communications with the chairperson were to the email that I sent the money to in Paypal. So I know that email was hers. I called Paypal customer service to explain the situation and they gave it a cursory review as I was talking to them on the phone. They then told me that they could not open an investigation because I had used the "Sent money to friends or family." I was mortified. They didn't get what I was telling them. Someone out there has figured out a way to access people's money by hacking into email accounts. When I explained this to the person in PayPal's customer's service--obviously someone who is outsourced--they passed me on to someone else. Again, I was given the same information. They gave me the pat response that I should try to contact the person who had claimed the money and resolve it myself. I told them what they obviously could see on their end--that there was no email or phone number attached to the account. They agreed and left me furious. The following day, I contacted Paypal again, hoping to get someone at customer service who was more intelligent and could understand what I was telling them. I did. The woman was sympathetic and said she found a phone number attached to MST Bows' account. She gave it to me and said it was a Pennsylvania exchange. I told her that the cat club was located in Albuquerque, NM and it was unlikely that the two were the same. She encouraged me to contact MST Bows at that number and try to resolve it myself before Paypal did anything. I said I would. I called that number all weekend long and left my number, telling whoever owned the number that they had claimed money they should not have and they should return it. No response--of course, so on Tuesday, I called Paypal again and told them that I had tried to resolve the matter on my own. Again, I was told that because I had sent money via their Friends and Family option that they would not open an investigation. I told them that the money at this point was not the issue. It was that someone had stolen money meant for another account. They told me that MST Bow's account was valid since they had verified it when it was established. I explained that that was not sufficient explanation since the chairperson of the cat club halfway across the country owned that email that MST Bows had somehow accessed. I explained that the chairperson and I had been in contact with each other through that same email address. Again, I was told by Paypal that because I had sent money via friends and family--and used my Paypal balance (as if that mattered)--they couldn't investigate. I told them that they weren't seeing the big pictures. Someone had found a way to access money held in escrow and was stealing it. Again, this fell on deaf ears, using the excuse of the method I had sent the money in the first place for not doing again. At this point, I am resigned to the fact that my $200 is gone and will never be returned. However, the idea that Paypal will not investigate obvious fraud or theft is deplorable. It is a reflection on their integrity. The chairperson who had her email hacked is willing to provide all the correspondence she and I have had but Paypal has turned a deaf ear to us. I believe something should be done to encourage Paypal to review this case because it could be happening to other people. And since MST Bows does not have any contact information where the general public can request refunds or dispute transactions, they should be cut off from Paypal

Dear Sir or Madam, I would like to complaint about PayPal - https://www.paypal.com. About a week ago I realised there in my PayPal statement two transactions are missing. They were done by PayPal definitely as I received and still keep two confirmation emails from them. I wanted to claim a refund for both of them as the goods do not work at all. So I kindly asked PayPal why those two transactions are missing among others who are visible. After more than a few days communication between them and me, at the end I was informed those two transactions are missing as they "PROBABLY" have been done by a PayPal Guest account. I kindly asked again what does it mean and I have no idea what that account is and also I do not have one. I was not answered: "We cannot help you anymore. If you need any further assistance please let us now." My question about the complaining procedure was fully ignored as well.

Horrible! PayPal limited my account without rhyme or reason.

I was doing heavy business with them then out of nowhere, they put a limitation on my account. They told me it was unusual activity when there was nothing different done? I mean unusual activity? That is all you tell me?

Give me reasons!!!!

Can't even reach them on the phone because the *** they hire cannot give a specific reason.

Not to mention they are holding over $10,000 of my money and they no longer want to do business with me.

I had to take desperate measures to get back on by using the help of Auction Essistance. Now I use stealth accounts under my business just in case PayPal tries to pick a fight with us again.

Paypal is a scam too, they don't protect the buyer, as promised. I use paypal believing that they will protect you as a consumer. I was wrong, I used Paypal to purchase an item from Modlily. Never received the item. and to think that the item was delivered after 3 month as Modlily claimed. Escalate the issue to them, Paypal took the sellers side. Paypal should read all complains from these company so they know, what kind they're taking sides. It's not a lot of money, but giving your money away for nothing is a SCAM, and Paypal has something to do with it too. Oh yeah , I read a few reviews too that thats how paypal make money too... SCAM>>>SCAM>> SCAM, Im not using Paypal again.

PAYPAL SCAMS SELLERS EVERY CHANCE THEY GET

PayPal purposely places 21 and 60 day holds on sellers accounts purposely to steal money. They just changed their policies (again) to give them the ability to start locking accounts and stealing money. If you get that hold, as a seller dont ship anything out because your not legally paid for it. Paypal charged the card they are legally responsible for it. They love doing this to everyone, not just new accounts. Ever since they got sued in Sept 2016, had our accounts held for 21 and 60 days just now for no reason. Its the games they play. They encourage buyers to file disputes for no reason, (see their new commercial telling buyers file a dispute you get free return shipping and the phone messages on hold, "got a problem file a dispute" every 10 minutes) If you get limited do not send them any information, they will just use it against you. If your limited you stay limited thats that. If you get a 21 or 60 day hold, walk away from the account, once they see they arent making any money off you (refund any amounts that are on hold) they will reinstate your account faster. If PayPal doesnt transfer the funds into your bank account (1) your under no legal obligation to ship anything out because PayPal decided not to complete the transaction and (2) PayPal is responbile for the chargeback not you. They charged the buyer's credit card, they are the ones that are legally responsible. PayPal will never go into your bank account, they will try to trick you to move the funds from your bank account, promise you this and that, but what they are really after is your money. If they get a collection agency after, in either event, contact the FTC and the attorney generals office. Collection agency after you by PayPal (NCO) simple say , prove the debt is owed. Prove that PayPal transferred the funds into your bank account and completed the transaction. Do not send them any bank statements or anything. tell them to proved documented proof that PayPal charged you a fee for the service and never completed their obligation. File complaints against both the collection agency and PayPal.

I had a similar problem with PayPal in the past. They did a clearly fraudulent transaction deducting fron my account though no product was delivered and plus charges for transaction.

Later they restricted me from using their service I got to know from their emails after they set up baits of more fraudulent emails I refused to follow. Be aware of their activities.
