$300 Lost

I received a refund from an online purchase but PayPal hold the payment for an ongoing claim made on eBay (a third part site). Long short story, i was unable to withdraw the money for a matter who involves another transaction. That's no fair and i won't use PayPal for any payment anymore. So i lost $300 in my transaction for a service that a provided through eBay that involves another issue. But the main problem was the original form of payment that i use on express.com and that store refund me through PayPal $297 and i haven't a chance to dispute or ask about that payment PayPal holds, their system says unavailable to do. So *** about it.

After many conversations with PayPal Customer Service I feel compelled to share the story (more precisely the facts) of my situation that involved a process flaw from PayPal, and their decision that ultimately PayPal decided not to honor even though on a previous call they committed to honor and left notes to that effect. • On November 4, 2017, a Payment to PayPal in the amount of $597.77 was communicated to me as RECEIVED. This payment corresponds to a sale that I completed in eBay. When I looked into my PayPal mobile app, I went to the specific transaction and the information displayed there indicated “Payment Received” in two different places without qualifiers. Based on this information, I decided to ship the sold goods as I am obligated to if the Buyer has made the payment. There was no grey area open to interpretation; PayPal app simply indicated “Payment Received” • After a few of days not seeing the sale price deposited directly to my account, I started talking to PayPal Customer Service. On November 9, 2017, I talked to an agent who identified himself as “Marc”. He informed that the payment had not cleared yet, to which I indicated that my PayPal app indicated “Payment Received”, and this was the reason I decided to ship. I provided via email to the address he indicated (service@***l) the screenshot of PayPal Mobile App that unequivocally stated that “Payment Received” by PayPal. Based on this, Marc acknowledged that in the event the payment is not cleared, PayPal will cover this and credit my account. He made notes of this and provided me the following PayPal Reference Number: 45800****. • In the days that followed I continued calling as the payment was still not in my account. Specifically, on November 11, 2017 I talked to a Customer Service Manager that identified himself as “Omar”. He indicated that the payment had not cleared yet and that it will eventually be “cleared” (i.e. finally received so it is credited to my account) or “cancelled” (i.e. no payment to my account). He tried to sell me again the PayPal message that “Payment Received” does not means that it has cleared!!!! I asked him to read Marc notes from PayPal Reference Number: 45800**** and he read load and clear the note Marc left with respect of PayPal responding in case the payment is cancelled. He indicated that while he did not agree, he will make sure to communicate with Marc and his supervisor to make sure PayPal honor their commitment to me. • On Monday November 13, 2017, the payment finally showed as CANCELLED. I tried to call several times to PayPal and the analysts did not want to honor the commitment. I was able to talk to another PayPal Manager on November 15, 2017 who identified himself as “James” (employee #427****). He refused to read outload the notes that Marc left under PayPal Reference Number: 45800**** as this was “against company policy” (something the previous analysts and managers had no problem doing before the payment showed as cancelled. This manager indicated that he was going to submit this to Claim Resolution and that I would receive an answer within 72 hours. He confirmed that these were not “business hours” so that I should receive an answer by no later than Saturday November 17, 2017 Today, Monday November 20, 2017 I am still waiting for a response from PayPal. In all my years dealing with online retailers and service providers I have not receive a level of disrespect as the one that PayPal has provided me. I am shocked by the willingness to ignore facts and commitments to its clients. The Buyer in this transaction was clearly a dishonest person, but ultimately the process flaws in PayPal notification system caused this situation, as otherwise I would not have shipped the goods. And this is not only my opinion; it is also the opinion of a PayPal representative that felt as strong as I did to the point of stating this in the notes of PayPal Reference Number: 45800****.

Not a Banking institution.

Their website malfunctioned and withdrew the wrong account overdrawing it. Could not contact anyone to rectify the problem. When I finaly got in touch they refused to pay the overdraft fee. I can not overdraw my own account if their is no funds. So what gives this company that is not even a banking institution the right to overdraw my bank account?

PayPal Philippines FB page Horrible Customer Service. Blocks PayPal clients.

PayPal Philippines FB page https://www.facebook.com/PayPalPhilippines/ blocked me even though I am a regular PayPal client who just happened to be pissed at PayPal a couple of days ago them for not depositing our money to BDO on time, money which we withdrew from PayPal last Oct 13 but only reached our bank BDO last Oct 24. It's our week-long salary and we were depending on that money to buy our food and pay our bills. It is only natural that I will be spamming them with complaints because they're not helping us at all. Instead of helping me, they blocked me, cutting me off of the support services they should be giving every PayPal client in the Philippines.

PayPal - Disasterous Seller Experience - will never use them again!

12 weeks ago, we sold our truck for 18,000; the buyer insisted we use PayPal. I had never used PayPal before therefore dutifully created a new account and issued an invoice to the Buyer. Below is a summary of the transaction and its escalation from a 18,000 to 62,978.94 transaction (no this is not a typo!). 1. PayPal requested us to pay 4,300 cash to the shipper (via Western Union). Upon payment the total funds of 18,000 + 4,300 would be released immediately to our account. Note: we had agreed to this transfer when we agreed to sell the vehicle. Cash was duly sent to Shipper 2. Upon confirmation of the FIRST payment of 4,300, PayPal issued a second request for a further cash payment of 4,900 to the shipper (he had forgotten to include tilt truck on original shipping fees - -oops!). PayPal had contacted the Buyer and he had given them permission (without first contacting us) for PayPal to deduct these funds from his account and for us to pay the cash to the shipper. PayPal refused to release any funds to our account until we paid this amount. 3. Upon confirmation of the SECOND payment of 4,900, PayPal issued a third request for another cash payment of 6,999 to the Shipper (he had apparently not factored in the insurance costs – oops again!). PayPal advised us that they had contacted the Buyer and he had given them permission (without first contacting us, yet again) for PayPal to deduct these funds from his account and for us to pay the cash to the shipper. PayPal again refused to release any funds to our account until we paid this amount. We had by now paid out 16,200 to the shipper without any funds being released to our account. 4. Upon confirmation of the THIRD payment of 6,999, PayPal issued a fourth request for another cash payment of 10,000. This time it was nothing to do with the vehicle or the shipping; it was in fact due to an accounting error by PayPal who had mistakenly deducted 16,999 from the Buyers account. Rather than correct their own self-admitted accounting error (and yes, they admitted this in writing). They agreed with the buyer that we, the seller, should again transfer 10,000 cash to the shipper to cover PayPals accounting error. We are not sure why the Buyer didn't instruct PayPal to credit the 10,000 back to his account per clause 8.4 of the Users Agreement. Again, he did not consult us before agreeing this with PayPal. PayPal again refused to release any funds into our account until we paid this amount. 5. We now started to argue with PayPal as this would mean that we, as the Seller, would have paid out 26,200 in cash to the shipper for a vehicle sold for 18,000. PayPal refused to correct their accounting error however, they did offer an Agreement whereby they agreed to pay the full 26,200 +18,000 immediately to our account upon receipt of this final 10,000. The ‘first’ Agreement was duly issued, both parties agreed and we, the seller, made the 'final' 10,000 cash payment to the shipper 6. Upon confirmation of this FOURTH and supposedly final payment, PayPal reneged on the First Agreement and issued a fifth request for another cash payment of 14,329. This represented the 'Refundable Seller Protection Fee’ of 30%; which is deducted from the Buyer's account for every transaction over 40,000. At this point we were not feeling very ‘protected’ and argued with PayPal that the only reason the transaction was over 40,000 was due to their self-confessed accounting error. Yet again PayPal agreed with the Buyer that the funds should be paid in cash to the shipper. 7. In response to our complaints that PayPal had reneged on their Agreement, they suggested that we pay 50% of the SPF upfront, they would then release the funds and then we would pay the final 50% immediately. We agreed and a Second Agreement was put in place. 8. Upon confirmation of the FIFTH payment, PayPal advised in writing that the Second Agreement had been cancelled by their Directors. The exact wording was…. “We have tried to let the Board of Directors understand that it was a mutual agreement between PayPal and you in order for you to be able to complete the transaction but the Directors turned deaf ears to all our explanations and everything, we tried to make the Directors see the reason proves abortive, the arrangement and agreement we had with you was immediately cancelled by the Directors”. 9. We are now faced with the choice either ‘trusting’ PayPal and paying the final 7,164 (and risk them asking for more money) OR walk away having lost 33,364.

No buyer protection,Item never received, no tracking number,

Case id: PP-006-249-83*-979 It was my first transaction and the last. I ordered a brand new Macbook pro for 750000Huf I paid directly paypal with" pay goods" option. Since i sent the money the seller hasn't responded to me so I opened a dispute to get a respond or tracking number. Paypal has closed the claim and gave my money to the seller without a tracking number! I ordered a product and Didn't get it! Seller hasn't responded since I sent the money! It's terrible, unacceptable they gave my money for a fraud seller , this paypal transaction sounds like a simple bank transfer without any buyer protection! The seller will steal again money from other buyer if paypal protect him!!! I never heard a horror story like this. WHAT DID THE SELLER DO TO WIN THE CLAIM? NOTHING, DIDN'T RESPOND TO ME AND TO THE CLAIM ,NO TRACKING NUMBER AND HE Won! Nice protection ... How this could be happened?? I ordered a brand new macbook pro ,I Didn't get it ,I didn't get a tracking number and you limited my account and gave the money to the seller ?! PAYPAL UNSECURE SCAM STAY AWAY FAR FAR AWAY

PAYPAL took my money for a purchase, never created an account with the info i gave them, never sent me a confirmation email of the purchase. Called them and got the biggest runaround ever. Seller of item purchased never got an order. PAYPAL IS A BUNCH OF FUKKEN LIARS WHO ENTICE, DECEIVE AND RIPP PEOPLE OFF WHO ARE SHOPPING ON LINE. HOLD TIMES ARE SO LONG, IYOU NEVER GET THRU. I'M TURNING THEM IN TO THE ATTORNEY GENERAL OF MY STATE. DO NOT CREATE AN ACCOUNT OR GIVE THESE THIEVES ANY OF YOUR FINANCIAL INFO. STAY THE *** AWAY FROM PAYPAL.

PayPal Don't do it

I filed suit after PayPal provided such poor customer service. Held my funds and refused to address issue. Blocked me on Facebook due to fear of public shame when there are thousands of complaints on the Social Media site. Filed on : October 19 2017 Filed by : Stanley Alexander PO BOX 3898 Minneapolis MN 55403 Filed against : PayPal, Inc. PO Box 45950 Omaha NE 68145 Refused to transfer money without holding for at least one day. Continues to refuse to serve customers and address complaints. They need a class action lawsuit real soon. Facebook site lies to customers over and over with scripts from Phillipines staff not even located in this country . A total joke!

Buyer protection stands for nothing! I bought a rack which arrived damaged.

After long time waiting for ebay to do something about it, they closed the case in my favor. Told me twice in one day I should receive money back in 24 hrs and keep damaged item. PayPal stuck their nose where it doesn't belong and never refunded $$. I am out $104.01.

Seller never responded to ebay or paypal.

Paypal lied to me!! Wish there was a class action suit.

Poor CSR support over the phone.

I've never had to "talk" over the phone with PayPal untill I needed information regarding how to pay off a promotion. I found their number and called them. As user friendly as the PayPal app is to use I thought I would also be met with a friendly voice on the other end of the phone. This was not the case. l wasn't even greeted friendly. No "Hello," How are you,""Thank You," "Have a nice day," nothing. The CSR on the line acted like she either hated her job or was a miserable person. I'm kind of blown away. I'm glad I called, because if you don't call in to tell them where you want your payment allocated to, it won't get there. (I could have gotten blasted with a fat interest charge).Thats if she actually knew what she was talking about. From what I've read on here, I don't have much faith in their informatiin either.

I do not TRUST Paypal...

I thought that paypal was a good trustworthy company that I can make payment through. I had to cancel my credit card because of fraudulent transaction. Still with the canceled credit card, they are still using it through Paypal. I wouldn't give my new card to these people ever again. They are corrupted. they refuse to refund me on an Uber transaction that never happened. I don't even have an account with Uber. Now this woman called Marveliz Stoyanoff made a fraudulent transaction through Paypal using my canceled credit card, purchasing American Airlines flight. Please stop Paypal from this.
