PAYPAL refuses to mediate with supplier

Seller does not delivers product purchased. PAYPAL refuses to mediate the claim stating is a "similar product" dispute. Paypal claims that will ONLY mediate cases in which "product" was not delivered..
Seller promised to send phone unblocking code and instead sends some instructions to download software from some server to generate code locally at your own risk...
Seller agrees to send unblocking code when "sees" error but never does.
Paypal is encouraging unscrupulous merchants to fraud their customers with their "hands-off" policy.
Paypal never bothered in reading emails exchanged nor event summary provided. UNLESS you select the product NOT delivered option box in your claim form, the dispute will be denied!!
