I inititated a transfer for $1199.94 on 8/15/2009 from my paypal account to my personal checking account. I logged back into my account a day later and PayPal has reveresed my transfer and placed my account under limitations. So I am unable to get my funds back into my back account.

I go to the resolution center and see the following:

our account access has been limited for the following reason(s):

# Aug. 16, 2009: We have observed activity in this account that is unusual or potentially high risk.

I go to the resolution center and comply with every request that I could. PayPal asked that I verify my credit card which I completed on 8/16/2009. Then they ask for proof of address for 6 people whom I have never met. They want me to provide a utility bill for each person. These are people that I bought and Ipod for and shipped to them at the address they designated through paypl. I notify paypal that this is an impossibe request that I can't comply with. I don't know these people. I'm just shipping Ipods to them that I bought from ebay. I notified paypal of this on 8/16/2009.

Next,PayPal asked me to confirm my location. So I have to add in my personal home phone and they issued me a code on the internet and PayPal called my home and I enterd the code and the successfully confirmed my address. This was on 8/16/2009.

Next, Paypal asked me to confirm my social security number. This was completed on 8/16/2009.

Next, Paypal asked me to provide business information. I click on the link to resolve and there are no questions for me to answer.

Next, Paypal asked me to set credit check address. I click resolve and my address is already set.

All this occured on 8/16/2009

So I call PayPal later that night and they inform me I have submitted all information and my account should be back to normal in 24 hours.

On 8/17/2009 I recieve the following email:

Your account access limitation cannot be lifted at this time. We need more

information about your account before we can proceed with the appeal

process. Please complete the steps below so that we may review your

account further:

I have no idea what these transaction ID's are in reference to. So I call PayPal and it turns out these are PayPal Transaction ID's for money that was transferred into my account.

Money that was owed to me personally. So the PayPal represenatitive agrees with me that this request is bogus. How can I provide tracking information for money that was transferred to me? So he informs me that he has noted my account and that my account will be back to normal in 24 hours.

On 8/18/2009 I recieve the following email:

I called in and spoke asked for a PayPal supervisor. I spoke to Mike who informed me his badge number is 7306. I let him know that I only have one paypal account and I am not connected to any other account. This is my one and only personal paypal account. I have no idea what issues anyone else has or how to resolve them. He tell's me he does not know what happend but he guranteed me he would have my account back to normal status within 30

minutes. He states "I know you've heard this before, but I promise I will get this restored for you".

So I wait an hour or so. I get this email:

I call PayPal again and this time I speak to Fred and his badge is 410520. He says PayPal has all the information needed and my account should be back to normal in 24-48 hours.

The story continues....So on 8/19/2009 I send the above complaint to every paypal address I could find. I get the following email at 1:30pm EST:

PayPal has reviewed your account in response to your appeal. We regret to

inform you that we are no longer able to have you as a customer.

We apologize for any inconvenience this may cause. We would like to return

any remaining funds in your account to you as soon as possible.

To review your account and some or all of the information that PayPal used

to make its decision to limit your account access, please visit the

Resolution Center. If, after reviewing your account information, you seek

further clarification regarding your account access, please contact PayPal

by visiting the Help Center and clicking "Contact Us".

Then at 1:58pm on 8/19/2009 I get the following email:

Thank you for contacting PayPal. My name is Stephanie and I work for the

office of Executive Escalations. I want to personally thank you for

contacting PayPal. Your concerns were recently forwarded to our office

for review in the hope that we might be able to assist you further.

A review of your PayPal account under email address hotcurlz@***.com,

shows that PayPal has placed a limitation on your PayPal account to

verify the activity. Therefore, we requested that you confirm your

credit card, fax in proof of address for the five addresses that you

added to your PayPal account, confirm location, confirm SSN, provide

business information, provide tracking and invoices, and complete a

credit check. At this time, you have completed majority of the steps,

but provide invoices, fax in proof of address for the five addresses

that you added to your PayPal account, and provide business information

(reasoning for the payments received). As such, PayPal has made the

decision to permanently limit the Account and hold the funds for 180

Remeber...I haven't sold anything to anyone. Simply I bought some Ipods and sent them to five different individuals. All of whom have not lodged one complaint. I have no invoices.

The person who sent me the money they owed me, checked the box that stated the money was for money owed to me before the money was sent.

Then at approx 4pm on 8/19/2009 I recieve 21 emails from paypal. Each of the 21 emails represents an investigation Paypal opened on All money that was transferred into my account. I had to go into paypal and respond to each item. I simply informed them of the truth. That this money was from an individual who owed me money. So my paypal balance went from $1199.94 to -$9003.93. So I end up owing paypal $9003.93 because they are

investigationg all these transactions.

I'm feed up and I'm contacting every person I can think of. I'am in the process of filing

consumer complaints and will be speaking to my lawyer to get this resolved. I want my money transferred to my bank account and my PayPal account closed immediately. I'm sick of playing games and being run around and providing more and more information to PayPal.

Monetary Loss: $1194.

PayPal is holding $3400 of my money that I wanted to send to another person, I sent the money Sept 26 but the person who was to receive the money has not been able to access it and is told not until October 4. There is not legitimate reason for PayPal to hold my money for 8 days.

None whatsoever.

As soon as my money is deposited into the receivers account will I then delete my account and the receiver will also delete their account. There is NOOOO benefit to using PayPal.

I don't want to give my Social Security # to PayPal so I decided to close my account. They will not transfer my money back to my bank account unless I give them my Social Security # so they will not close it. I my opinion, there appear to be some truly sick, greedy people running PayPal.

I have been an account holder with paypal for 7 years. I have a flawless record for buying and selling casually.

I didn't have enough money for utilities this month so I sold a really nice tent that I didn't want to part with. I got 200 for it, just enough and just in time to keep my lights on. Paypal decided to hold it for no reason for 21 days.

ATTENTION EVERYONE!

Your first mistake was dealing with them directly. This is a banking issue and you should have immediately called the Federal Banking Commission. They are a financial institution and subject to their guidelines and Federal law.

A notice from the FBC would have gotten you quick results.

I agree - Paypal has some questionable business practices and does not do it's due diligence before making judgement and not to mention,once it makes a decision, there is no going back. I will never use Paypal again.

Call and write or email your state's attorney general, and then also contact the the federal consumer protection agency at ftc.gov. Paypal is a money transfer agent, not a bank.

They are trying to do things that only a bank can do.

Contact the agency and let them know exactly what's happened, including the emails you got from Paypal. Then cancel any cards or bank accounts you have listed on Paypal so they can't do any charge backs.

Good for you Karen, Same thing happened to me. Good ratings always by the rules then a hold on 200$ sale.

Will never use them again or EBAy. IN FACT, I suggest boycotting any company the has a partnership with Paypal/Ebay/Bill me Later/ all the same company. So I intend to inform Altrec, Back Country, Sierra trading post ETC. I will never purchase from them again since they have business partnerships with Paypal/Bill Me Later.

I think if more folks do this boycott possibly PP will learn some discretion in regard to deserved holds. I know there are instances where money in question my need monitoring but they have overstepped.

They remind me of the TSA at the airports scanning little old ladies in wheel chairs! Great choice gang!

I have been an Ebayer for a long time 100% feedback over 300 reviews. Am a casual seller. I buy more than I sell, but sell things when I don't need/want them anymore. Toys, electronics, whatever.

2 recent instances where Paypal held money.

1) I used my Paypal account to buy songs on iTunes. My account got hacked at 3 am from Hong Kong to the tune of $300. It was taken from my checking account, via Paypal because that was how I had it set up at the time.

Apple acknowledged that this was fraudlent activity right away. After all the hassle (I won't bore you with it), Apple finally refunded me and then Paypal held the money. I had to prove my account, prove who I was. They were aware of the fraud issue, as I alerted them immediately. The refund was from Apple. It took over a 2 weeks "to clear".

2) 3 days ago. Bought concert tickets on stubhub 3/11, 11pm EST. $550 dollars. Accidentally pressed Paypal thinking that the screen would come up to let you select HOW you want to pay. Unfortunately it goes immediately to the default. I did not want to pay for the tickets with my checking account, but with my AMEX, for increased consumer protection. Stubhub IMMEDIATELY, refunded and changed my AMEX when I contacted them, and Paypal was charged and refunded with 12 hours, however, 3 days later I am still waiting for the funds that were in my account to be taken off "hold" and actually placed in my account.

It shows clearly that the funds were there on the 12th. It is now the 15th and the funds are "refunded" but are not actually in my account. Once they are actually "there", it will THEN take 2-3 days for the funds to actually be deposited in my checking account once they magically "show up" in my Paypal account. I talked to customer service and I questioned her, how is it that a debit transaction can be withdrawn from my account within hours, however, a legitimate refund (from Stubhub) takes DAYS to process and then days to transfer.

This is not right and should be a class-action lawsuit. It is obvious that they are using our money under the guise of "holds" and "chekcing for fraud" as a way of making money. The whole point of electronic transfers is that the money processes faster without need for "paper". They are back to acting like they are actually handling a piece of paper.

I know for a fact that these things NEVER used to happen, as I have been using paypal for a long time. Any suggestions on reasonable alternative to paypal?

They will SHUT down your account (if they haven't already) This appears to be their new game. They did this EXACT thing to me only I was with them for 8 YEARS and didn't have a single buyer complaint or dispute.

I was suddenly considered "high risk" after 8 YEARS of collecting membership fees for my community site. Next thing I know my account is closed and THEY TOOK ALL MY MONEY.

I now have to wait 6 MONTHS to get it back.

I am making it my mission to warn SELLERS and BUYERS everywhere.

They pulled out 200 dollars from my acct that i sold a mattress for. The person had it delivered weeks ago.

So whats the problem? Its not like anyone complained of nondelivery, or problems. They have my 200, i asked for it back, they wont give it back and ive talked to over 5 people and just gave up. They place it under review and review it at their convenience so they can make interest on the millions a day they rob from the customers and the ones screaming the loudest get paid back.

Every payment for the items I sold on eBay.com are placed on hold for 21 days, ever though I have satisfied two the below conditions (entered tracking number on eBay and marked "shipped" on eBay). I called Paypal and email paypal all up 16 times and they still won't release my money. How can this happend? To let Paypal hold my money in their account illegal?

They claim their illegal holding my money is for the "satisfaction of the buyers etc etc". What about the satisfaction of the sellers??? Remember it's sellers who pay Paypal commissions!!!! As sellers we not only send out goods on our expenses to buyers but also have to wait 21 days for Paypal to release money and there is a possibility that Paypal won't release funds at all if buyers complain anything.

The emails and phone calls to Paypal has exhausted me, mentally and physically. Where can I find help please!!!!!!!!! because Paypal simple ignore me. I have stopped listing on eBay.com already. Will never use it again!!!!!!!!!!!!!!!!!!!!!!!!!!!!

After reading the other complaints dealing with hundreds of dollars I know what to expect.

I have $50 in the PayPal account after spending six or more months on PandaReaserch confirming advertisements for pennies.

They send the Money to PayPal now I can't get the $50 out of the account...why?

Because I closed down my bank account after fraudsters drained my account. In order to get the $50 I will need to go to the bank and open an account pay the banking fees then PayPal might send me my money.

After reading these complaints looks like I have long way to go before I recieve one dime, and on top of that PayPal will charge a fee.

They said they would send me a check but in order to do that I will need a banking card...if I had a banking card I would not need PayPal.

I will be contacting the Federal Agencies to see if they will investigate PayPal...something is wrong here when a person cannot even get their money out of a PayPal account.

How much interest are they making by holding that money? FRAUD! :(

I have been a customer of paypal's for a little over 3 years now, and for some jacked up reason they started to hold my funds. I called paypal to straighten this out and to possibly figure out why the *** they were doing this to me.

I finally got a hold of a human(I use this term very loosly), and they have nothing but foreign ppl working there, which irritates me on so many levels. The girl I spoke with first ran through her script before I had really even explained my problem. When I FINALLY was able to shut her up long enough to tell her my problem, she insisted that the reasoning behind the hold on my funds was due to the lack of detailed seller ratings on ebay. My feedback is impecable, with not one negative on the record.

I explained to her that it shouldn't be like that, and he imformed me that it was like that for everyone. I told her that that was a lie because my neighbor, who also sells on ebay and uses paypal, does not have these restrictions or holds. She also does not have the DSR or a high number of sales. I had at that point gotten myself worked into this enough, with the "customer service rep's" help, to where I was hollering at her, because she had implied that I was lying to her when I said that I had not received on e-mail notifying me of this change.

I again finally got her to shut up long enough to ask for her supervisor.

I get on the phone with the supervisor, and I was polite and didn't have the least bit of an attitude with him. At first. I won't go into detail, but by the time he set the phone down on me, I had told him how to do his job because of how incompotent he and the rest of his staff were, told him he should be fired, told him to go home, and when I asked for his supervisor, he said that there was not one.

So I asked him if he was the CEO of paypal, and when his reply was "No" I then told him that there then had to be someone above him, and I wanted to speak to that person. He kept telling me and insisting that such a person and such a phone number did not exist. By the time he had set the phone down on me, I was beyond pissed, I had screamed at him how customer service works, and I could barely talk because my throat hurt so bad from repeating myself so many times to retarded people. All of this fuss and my money held, over a $30 sale on eBay.

When I called back expecting to get another incompotent fool, the phone was answered by a polite, knowledgeable associate who was able to explain things exactly as I asked them. I can't believe the a customer service system could break down with only one customer ***.

I have yet to call their legal dept. who handles the policies, and when I do, I hope to get someone with their head far enough out of their *** to help me.
